Here's how Bush's plan for the Iraqi government is shaping up. As each city is "liberated", it will be under the authority of this new government headed by Jay Garner, a former US general. It will have 23 ministries, all run by Americans, with 4 Iraqi "advisers" per ministry.

Oh, and Jay Garner has ties to the Jewish Institute for National Security Affairs.
