New Campaign Rules

After the 2002 mid-term elections, new campaign finance rules (McCain-Feingold) went into effect. The goal was to eliminate soft money contributions to the national political parties. Already, shadow organizations have been set up to continue the soft money largesse.

"So far, political fund-raising in Washington doesn't appear to have changed much under the new law - or at least that's what party leaders appear to be thinking. At last month's DNC meeting with top donors, McAuliffe told his audience that efforts to curb soft money 'is nothing but junk.'"
