Kevin Shelley, California's Secretary of State, is slowing the recall count with a creative interpretation of the law. This practically guarantees that the election will be pushed back until the March Democratic primary, making it far more difficult for the Republicans to steal the governorship.

It's Florida all over again, only this time the Democrats are in control.
