What is a Clear Sky?

Spinsanity points out the way some on the left, including Gore and Dean, have misrepresented Bush's "Clear Skies" initiative leading people to believe it will increase air pollution. What it really does is slow the rate at which pollution would be reduced under the existing Clean Air Act.

Of course, the name "Clear Skies" is deliberately misleading as well, maybe it should be called "Skies Not Quite as Clear as They Would Have Been."
